The nepaldalitinfo deplores atrocity against dalits in Doti

The nepaldalitinfo network deplores the dastardly act of atrocities meted out to innocent dalits and human rights activists as they entered the Shaileswori temple in Dipayal of Doti district. The network sees this incident of violence intended to deny rightful worshiping by dalits in the temple as unwarranted and outdated surge of a madness lingering out of a remnant of medieval feudalism.

The incident of atrocities injuring over 50 dalits and human rights activists happened last Sunday in a very remote far western region of Nepal, where the feudal oppression upon innocent people, particularly dalit communities is still rampant on every day basis.

The incident was yet another eye opener for Nepal as a new state following the fall of feudalist royal government demonstrating that a mere declaration of the country as ‘untouchability free’ is not enough, and a concrete law, strong policies and associated programming are necessary for wiping out the age-old practice against the humanity. In fact, this could be taken as an acid test if the parliamentary declaration had any effect, and the test failed miserably.

The network calls upon the Government of Nepal for taking stern action against the perpetrators of dalit atrocities, and immediate redressing relief for all those of victimized dalits and human rights activists during their humble effort of providing opportunities for dalits to worship the deities of their own faith. The general apathy of the governmental agencies and their agents towards the Shaileswori temple case cannot be acceptable at a time, when the country is destined for swipping progressive changes.

The network calls upon all major political parties including Maoists to take this incident as the major set back to their agenda for dalits and reach out to the victims with appropriate remedial measures.

The nepaldalitinfo also calls upon all those people with sensible reasoning, who live or have their roots in the rural areas of Nepal such as the villages of Doti district, to realize from the core of their heart that practicing untouchability in temples is committing a grave crime against humanity, and is a horrific tradition handed down from the darkest side of the past, and to do any effort possible from their end to stop this age-old madness still rampant in their villages.

The network stands for all dalits in exercising their full rights to enter and worship in the temples of their faith, and is in full solidarity with all dalit communities and any organizations that are fighting for this cause.

I am really shocked by the event recently occurred in Doti, Dipayal where numbers of Dalits have been injured by so-called non Dalits people. The series of events are occurring in Doti is serious case that is threatening to Government and Dalit Human rights worker. Moreover, the policy makers who have declared the nation as untouchability free are also challenged by the so-called non Dalits of Doti district. On hearing about this event, I have one question which is striking in my heart is why the Government is not serious on this case. Why the Government is dancing with a song of series of event occurred against the rights of Dalit. Today mass protest was organized by “Samyukta Dalit
Sangarsha Samiti” in front of Ministers Quater in
Pulchok against the incidence of Doti case for about 1
Hour.

The major demand of the protestores were-

1. To establish high level investigation committee for
the incidence of Doti Saileshowri Temple.

2. To punish the guilty.

3. To give compensation to the suffered dalit people
in the Saileshwori Temple Incidence in Doti.

4. To implement the Jestha 21st Paliament decision of
“Untouchability Free Nation” strictly.

5. To give guatantee of security to dalits from caste
descrimination voilences.

Protesters blocked road there by blocking ministers to
go to their duties. Home Minister Krishna Prasad
Sitaula walked to the protestors and committed to have
detail conversation with them at 12:00 PM this
afternoon in the home minister’s office. In the same
way Minister for Cultural and Civil Avaition, Pradip
Gyawali committed to the raise the voice of Dalits in
the cabinet level, along with the incidence of Doti
Case. Minister for Labor and transportation Ramesh
Lekhak has also taken this case seriously and
committed to solve this problem as soon as possible.

Few month ago government themselves declare Nepal is a untouchability elimination country but after few month right now we seen inhuman behavior to the Dalit people although they are same religion of Hindu but Dalit peoples still are not allow to entrance under the temple. Sept 17 2006 ,( on Bharda 312063 ) in Doti Sailasowre temple after complete workshop by Dalit peoples when they return back from temple containing with local administration CDO and security force but that time this local non Dalit 400 hundred peoples was huge attacked to the Dalit peoples. From this invasion 56 Dalit were injured , Doti district Sailaswory temple incident 20 of the injured persons are in very serious within 56 effected persons. Silgadhi Bazaar has been highly tense from this event. Doti District Administration Office is not supporting the Dalits peopls from Non Dalit upper caste peoples violation , although they are witness.
We extremely request to Home Minister for fulfill the all Dalit victims human right demand .

Administrators were mum when such activity took place.

As a result of discriminating Dalits in the public place and demonstrating promoting caste based discrimination which was against the law, local Dalits organized various programs at local level and submitted a memorandum at DAO demanding action against the perpetrators and assurance that such discriminatory practice will not take place in future. Thereafter, in 17th September 2006, District Administrative Officer coordinating with all concerned parties committed that Dalits are respectfully allowed to enter temple and those practicing discrimination against caste will be prosecuted.
In the days to come, to not repeat such incidents again, state must assure that Dalits will not be discriminated in the basis of their caste in any places. And in the meantime, victims also have to be compensated.

PROTEST RALLY IN NEPAL FOLLOWS BEATING OF 60 DALIT TRYING TO WORSHIP IN A HINDU TEMPLE

September 21, 2006, Kathmandu and Washington, DC: Around 60 Dalit have been hurt by Hindu protesters after trying to break centuries of taboo and discrimination and worship in a temple where they have long been refused entry.

The violence occurred on Sunday in the village of Silgadhi, Doti district, and is one of the most serious confrontations since protests sidelined the monarchy earlier this year. Untouchability is banned under Nepal’s constitution, and the newly-restored parliament has declared Nepal a secular state. But the caste system is fiercely defended in villages by those who view Dalit rights as a threat to their privilege.

According to the Jagaran Media Center (JMC), a partner of the Advocacy Project (AP), Dalit fled for their lives following the clashes and sought refuge outside the village. “We strongly appeal for their protection and to save their lives,” says the latest JMC bulletin.

Police also arrested more than 50 Dalit activists Wednesday for holding a rally outside Prime Minister Girija Prasad Koirala’s house to protest the attacks. The activists attempted to submit a letter to the prime minister demanding action be taken against the upper-caste people who beat up the Dalits.

The attacks have also caused widespread concern among Dalit outside the country. Prakash Nepal, from the Nepali-American Society for Oppressed Community (NASO), a leading lobby organization for Dalit in North America, described the attacks as “shocking” and “barbaric.”

The JMC reports that tension has been rising in Silgadhi since Dalit women were “abused” by the priest at the Shivalaya temple on August 26 as they tried to worship during a religious festival.

Dalit activists and civil society groups then met with the political parties, Maoists and police and drew up an agreement allowing Dalit to worship at the temple of Saileswori. The District Administrative Officer warned that anyone trying to prevent them from entering would be prosecuted.

In spite of this, a mob attacked the worshippers as they tried to enter the temple and then went on a rampage in the village, burning two Dalit organizations. Five policemen are among those reported injured. Fifteen of the injured are reported to be in serious condition.

The role of the Maoists is likely to be watched carefully in the weeks to come. During the war, Maoists outlawed untouchability in many regions under their control and applied rough justice to those who ignored their edicts. The Silgadhi protestors have clearly not been deterred by the Maoists’ support for the government in this crisis.

An AP mission to Nepal last October 2005 profiled the uphill efforts of Dalit to exercise their right to worship in Eastern Nepal. AP also sent two interns from Georgetown University to work with JMC this summer. AP is currently seeking to strengthen JMC’s network of community-based reporters who monitor human rights in the villages.

DIPAYAL, Sept 18 - Over four dozen dalits were injured Sunday when a group
of non-dalits attacked them as the former entered the local Shaileswori
temple. The condition of 15 among the injured is critical. Even dalit women
were injured in the attack.

Dalits had entered the temple following an agreement last week between
representatives of seven parties, Maoists, civil society, and district
administration allowing dalits to enter the temple under the supervision of
district police office. The district administration had reached an agreement
with the temple’s priest as well to allow this.

However, things turned nasty after non-dalits attacked the dalits and
vandalized offices of some organizations working against caste
discrimination.

The rowdy group also attacked journalists who, along with rights workers,
fled from the district headquarters Silgadi fearing for their lives.

“Non-dalits broke the heads of dalits because of the district
administration’ s negligence,” said Dharma Singh Bishwokarma, coordinator of
Dalit United Struggle Committee. “The administration allowed pro-king
elements who do not want the House declaration enforced, to do as they
wish,” he added.

The vandals damaged computers in Sama Bikas Center Doti and Doti branch of
Dalit Women’s Association, and also tore office documents.

The group also attacked journalists Min Bam, Tekendra Deuba, Ran Bahadur
Bohara and Siddhiram Upadhyaya and even seized a camera. They also injured
five policemen, including DSP Moti Singh Dhami while the latter tried to
stop them from pelting stones at the district administration office.

The vandals chanted slogans against the seven parties and journalists in
favor of the king.

Issuing a statement, Jagaran Media Center, a media alliance against caste
discrimination, has demanded government action against vandals and
compensation for victims.

It has also accused the local administration of being a mute spectator to
blatant violation of law. The statement says that Silgadi bazaar is tense
and dalits are either fleeing the place or hiding in groups. “We strongly
demand security for their lives,” the statement says.

At least 50 people were injured when a group of [so called] ‘upper caste’ people attacked Dalits when the latter tried to enter into a temple in Silgadhi, the district headquarter of Doti, Sunday afternoon.

The upper caste people, who have been barring the local Dalits from going inside the temples for puja, attacked with batons and pelted stones as soon as a group of Dalits tried to enter into a local temple.

Human rights activists and journalists who had gone to the site following reports of violence were also injured in the scuffle.

15 of the injured persons are in serious condition. Silgadhi Bazaar remained tense for some time as the upper caste people gheraoed the District Administration Office “for not stopping the Dalits from going inside the temple”.

Few policemen were also hurt when the mob attacked them. They also attacked the offices of Dalit rights groups in the district headquarters, according to reports. nepalnews.com mk Sept 17 06.

जातिभेद, लिङ्गभेद र छुवाछुत प्रथालाई उन्मूलन गर्ने हो भने सशक्त अभियान सञ्चालन नगरी उन्मूलनको कुनै सम्भावना छैन ।

२०५६ सालतिरको कुरा हो स्याङ्जा जिल्लाको पुतलीबजार नगरपालिकामा सप्ताह पुराणको अन्तिम दिन पण्डित रामचन्द्र कोइरालाले २७ जना दलीत युवालाई गायत्री मन्त्र सुनाएपछि त्यही निहुँमा नगरबासी र गाउँलेहरूले पं.रामचन्द्रलाई सामाजिक बहिष्कार गरे । अहिलेसम्म त्यो ठाउँमा दशैं, तिहार, विवाह, प्रतवन्ध कति आए-गए तर रामचन्द्र पण्डितलाई कसैले बोलाएका छैनन् र उनले कुनै कार्यमा बोलाउँदा पनि कोही आएका छैनन् । उनका आमाबाबु उनले छोएको खादैनौं भन्छन् । पण्डित रामचन्द्र कोइरालाले दलीतहरूलाई गायत्री मन्त्र सुनाएर छुवाछुत प्रथालाई ठूलो चुनौती दिनखोजेका हुन् भने यस्ता महान् समाज सुधारकलाई राज्य र दलित संस्थाहरूले पुरस्कृत गरेर एउटा नमूनाको रूपमा प्रस्तुत गर्न सकेनन् ।

मुगु जिल्लाको होग्लु गाउँका जग्गीप्रसाद उपाध्यायलाई माओवादी कार्यकर्ताले दर्ुइवर्षअघि अछुतले छोएको पानी जबरजस्ती खुवाएपछि कर्ण्ााली नदीमा हामफालेर आत्महत्या गरे । उनी मरेको १८ दिनपछि उनको घाँटीमा वेदको पुस्तक बाँधेको अवस्थामा उनको मृत शरीर भेटिएको थियो । अछुतले छोएको पानी मुखमा परेपछि मुक्तिका लागि वेदको पुस्तकसाथ आत्महत्या गरेर चोखिने काम गरेको हुनसक्छ । यस्तो छ हाम्रो समाज । यस्तै केहीवर्षघि धनकुटा बजारमा राममाया विश्वकर्मा दलित महिलाले बैंकको ऋण लिएर १५ कुरुवाभन्दा बढी दूध दिने भंैसी किनेर ल्याइन् तर भैंसीको दूध लिन कसैले मानेन । दूध फालाफाल भयो । सरकार एवं कुनै संस्थाले उनी माथि सहानुभूति दिने काम गरेन । हामीले देखेका छौं कि कतिपय ठाउँमा दलितले माथिल्लो जातकी छोरी र माथिल्लो जातकाले अछुतकी छोरीसँग वैवाहिक सम्बन्ध कायम गर्दाको अवस्थामा सामाजिक बहिष्कार गरेर यस्तो विचल्ली बनाइन्छ कि उनीहरूलाई स्यावासी दिने, सहानुभूति राख्ने कोही हुँदैनन् । यस्तो ग्रसित छ नेपालको सामाजिक जीवन । त्यसैले अन्तरजातीय विवाहलाई प्रोत्साहन गर्न सुरुसुरुमा राज्यले पुरस्कार वा रोजगारीको व्यवस्था गर्ने प्रारम्भ गरेमा यसबाट पनि केही मात्रामा समस्याको निराकरण गर्नसक्ने आधार बन्नसक्छ ।

नेपालमा ठूल्ठूला परिवर्तन भएका छन् । तर छुवाछुत तथा लिङ्गभेदबाट नेपाली समाज मुक्त हुनसकेकोे छैन । २०६३ सालमा भएको आन्दोलनले छुवाछुत तथा लिङ्गभेदलाई कसरी मनोवैज्ञानिक रूपले उन्मूलन गराउन सकिन्छ भन्ने विषयमा पर्ुनस्थिापित प्रतिनिधिसभाबाट नेपाललाई छुवाछुद मुक्त राष्ट्र घोषणा गर्ने प्रस्ताव पारित गरियो । तर युगौंदेखि जकडिएको रोगलाई संसद्बाट संकल्प प्रस्ताव पारित गर्दैमा उन्मूलन हुनसक्तैन । भारत स्वतन्त्र भएको यतिका वर्षभइसक्दा पनि अझसम्म छुवाछुत प्रथाले यस्तो जरा गाडेको छ कि कुनै दलित बेहुलाले विवाहमा घोडा चढेर हिँडेमा उपल्लो जातले कुटपिट गर्नेगर्छन् । नेपाली समाजमा पनि परम्परागत रुढ्रि्रस्त कट्टरताको कारणले मानवीय स्वतन्त्रताको उपहास भइरहेको छ । जातिभेद, लिङ्गभेद र छुवाछुत प्रथालाई उन्मूलन गर्ने हो भने सशक्त अभियान सञ्चालन नगरी उन्मूलनको कुनै सम्भावना छैन । दर्ुइ करोड चालिस लाख जनसंख्या भएको नेपालमा ४० लाख जनसंख्या दलित -कामी, दमाई, सार्की, कुसुले, पोडे, चमार) आदिको छ । केही पढेलेखेका र राजनीतिमा लागेका दलित छुवाछुतको पीडाबाट भौतारिएर कसरी यो रोगबाट नेपाललाई मुक्त गराउन सकिन्छ भनेर राज्यको सहारा खोज्दै हिंडेका छन् । छुवाछुत उन्मूलनको आन्दोलनमा दलित नेताहरू सहस्रनाथ कपाली, हीरालाल विश्वकर्मा, टि.आर. विश्वकर्मा र हालमा हीरा विश्वकर्मा, जीतु गौतमलगायत थुप्रै व्यक्तिबाट प्रयास गरिए पनि राज्य र दलित नेताहरूबाट जति नै प्रयत्न भए पनि छुवाछुत प्रथामा खास परिवर्तन आएको देखिँदैन । संविधान तथा ऐन कानुनले छुवाछुत प्रथालाई बन्देज गरेको छ । कानुनी रूपमा लिङ्गभेद, छुवाछुत प्रथा उन्मूलन गर्नमा २०२० सालको नयाँ मुलुकी ऐनले ठूलो योगदान पुर्‍याएको पनि हो । यसको परिणाम संसद्, मन्त्रिपरिषद्, श्री ५ को सरकारका कार्यालयहरू, संस्थान तथा उद्योगहरू, सभासम्मेलन, शिक्षण संस्था र पठनपाठ, होटल, क्लब, सामाजिक संस्थाहरू कहीँकतै छुवाछुत छैन । तर पनि गाउँ नगरहरूमा छुवाछुत प्रथाले यस्तो जरा गाडेको छ कि यसलाई उन्मूलन गर्न सानोतिनो प्रयत्नबाट सम्भव छैन ।

नेपालका कतिपय ठाउँमा दलित जातिले प्रयोग गरेको कुवाको पानी छुन झिक्न र खान पाइँदैन । दलितले खाएको चियाको ग्लास कतिपय ठाउँमा चल्दैन । ग्रामिण भेगमा होटलहरूमा दलितले खाएको चियाको ग्लास आफँैले माझेर राखिदिनु पर्छ । एउटै मानव जातिभित्र यस्तो भेद देखापरेपछि देश कसरी अगाडि बढ्नसक्छ - सबभन्दा ठूलो दर्ुभाग्य त कामी, दमाई, सार्की आदि दलित समुदायबीचमै एकअर्काले छोएको नखाने कुसंस्कारले ग्रसित गरेको छ । यसरी एक जातले छोएको पानी अर्को जातले नखाने, पानी नचल्ने, अछुत भएकै कारण घरडेरा नपाउनु, अछुत भनेर थाहा पाएपछि डेरैबाट निष्कासन गर्नु, मन्दिरभित्र प्रवेश नपाउनु, सरकारी जागिर, सैनिक र प्रहरीभित्रै पनि दलित भनेर हेप्ने प्रवृत्ति र उपल्लो जातिले अछुतकी छोरी र अछुतले उपल्लो जातकी छोरीसँग विवाह गर्दाको अवस्थामा भइरहेको बिचल्ली, देशभित्र यसरी नागरिकहरूकै बीचमा विभाजन भएको अवस्थामा नेपाल बनाउछु भन्नेहरूका लागि यहाँभन्दा ठूलो चुनौती र दर्ुभाग्य के हुनसक्छ - यसमा छुवाछुत निमर्ूृल गर्न राज्यबाटै क्रान्तिकारी कार्यक्रम गाउँस्तरमै कार्यान्वयन गरेर नदेखाएसम्म नेपालमा प्रजातन्त्र छ भन्नु त्यसको कुनै अर्थ रहँदैन ।

राष्ट्रनिर्माता पृथ्वीनारायण शाहले पनि बिसे-नगर्ची जस्ता दमाईं, कामी, सार्की, कुसुले आदिसँग विश्वास गरेर नेपालको राष्ट्रिय एकीकरणमा सबै जातिको सहयोग लिएर हामी सबै एकै आमाका सन्तान हौं भन्ने मनोवैज्ञानिक प्रभाव दिन खोजेका थिए । छुवाछुत जस्तो कुसंस्कारले नेपाली जातिमा ठूलो बाधा खडा गरेको देखेर आफ्ना हजुरबाको सदिच्छा पूरा गराउन रणबहादुर शाहले काठमाडौं हालको टुँडिखेलको दक्षिण- पश्चिम भद्रगोल अगाडि जगन्नाथको मन्दिरको निर्माण गरेर ब्राहृमण, क्षेत्री, नेवार, मगर, तामाङ, कामी, दमाईं, सार्की, कपाली, कर्साई, पोडे आदि कडा आदेशकासाथ एकैठाउँमा, एउटै भोजमा खानपीन गराउने काम भयो । राजाबाट यस्तो साहसिलो सहभोजको हरक्षेत्रबाट र्समर्थन आउनुको सट्टा कट्टरवादी बाहुनहरू क्रूर भएर भित्रभित्रै ‘राजा बहुलायो’ भन्नथाले । कामी, दमाईं, सार्की आदि अछुतसँग एउटै भोजमा खुवाएकोमा राजा बहुलाएको होहल्ला फिँजाएर राजालाई सन्न्यास लिन बाध्य बनाएका थिए । रणबहादुर शाहले विभिन्न जातका नेपालीलाई एउटै नेपाली जाति बनाउन प्रयत्न गरे पनि उनलाई इतिहासमा राम्रो राजाका रूपमा मानिँदैन । त्यसैले गर्छर्ुुनेर मात्र हुँदैन ।

छुवाछुत प्रथा यो कुनै धर्मशास्त्रको उपज होइन । वेदमा छुवाछुतको कुनै भेदभाव छैन । वास्तवमा युद्धबन्दी, राज्यले जात झारेका र हाडनाता करणीको मामिलाबाट समाज बहिष्कार हुनपुगेकाहरूबाट उब्जेका समस्याका कारणले छुवाछुत प्रथाले संस्कारको रूप लिनपुगेको हो । प्राचीनकालमा विभिन्न राज्यको विकास र विस्तार हुने क्रममा राज्यहरूको जित्ने र हार्ने क्रम जारी भइरहन्थ्यो । जित्नेले हरुवा राज्यका युद्धबन्दीलाई अछुतको रूपमा व्यवहार गरेर लुगा सिउने, सुनको काम गर्ने, फलामको काम गर्ने, छालाको काम गर्ने, गानबजान गर्ने इत्यादि कामको भागबण्डा गरेर कामी, दमार्इं, सार्की, कुसले आदिको जन्म हुन गएको हो । मनुस्मृतिमा युद्धमा हारेको, बेचिएको र दासत्व स्वीकार गरेकाहरूलाई शुद्रको दर्जामा राखी त्यस्ताहरूलाई अमानवीय तरिकाले अत्यन्त सास्ती दिने कुरा उल्लेख गरेर मानव जातिमा नै ठूलो विभाजन ल्याउन खोजेको देखिए पनि त्यो युद्धबन्दी र सामाजिक बहिष्कार भएकालाई मात्र सास्ती दिएर चेतना दिलाउन खोजेको जस्तो लाग्छ किनकि अहिले पनि विष हाल्लान् भन्ने डरले अमेरिकीहरूले इराकी युद्धबन्दीहरूले छोएको पानी नखालान् ।

क्रिश्चियन नीतिमा जातिभेद, छुवाछुत छैन भनेर समानताको नारा जतिनै दिए पनि दक्षिण अप्रिmकामा काला जाति हिँड्ने बाटो, बस, रेल र गोराहरूले हिँड्ने बाटो बस, रेल अलग भएको र गोराले पढ्ने विद्यालयमा काला जाति पढ्न पाउँदैन थिए । यसका लागि दक्षिण अप्रिmकाका नेता नेल्सन मन्डेलाले २६ वर्षजेल सजाय भोग्नुपरेको थियो । यसरी क्रिश्चियन, यहुदी, मुसलमान आदि धर्ममा रहेका कुसंस्कारलाई सजिलै परिवर्तन गर्न सकिँदैन । यसका लागि राज्य र राज्यका सबै पक्षको मिलेमतोमा ग्रामीण स्तरमै पुगेर क्रान्तिकारी अभियान सञ्चालन गर्न सकेमा मात्र विश्वका समस्त मानव मात्रमा मानवीय चेतना आउनसक्छ । विनाक्रान्ति रुढ्रि्रस्त छुवाछुत प्रथाको उन्मूलन हुनै सक्तैन । त्यसोभएकाले मनोवैज्ञानिक रूपमा छुवाछुतप्रथा र यस्ता कुसंस्कारलाई निर्मूल गर्न ग्रामीण तहमै अभियानका रूपमा देशभक्त गैरदलित तथा दलित नेताहरूलेे सशक्त समितिहरू गठनगर्ने र यसका लागि राज्यले सारा वातावरण बनाइदिनसक्नु पर्दछ ।

September 1, 2006, Washington, DC: Dalit advocates from among the Nepali diaspora in the United States have criticized Nepal’s draft interim constitution because it does not endorse affirmative action on behalf of Dalit.

The criticism has been leveled by the Nepali-American Society for Oppressed Community (NASO) against the Interim Constitution Drafting Committee, which presented its proposals to the Nepali government and Maoists on August 25.
NASO had earlier sent an open letter to the Committee demanding that Dalit be guaranteed 20 percent of the positions in the government and in all state bodies, proportionate to the Dalit population in Nepal.

The proposal was ignored by the committee, which declined even to respond to the NASO letter. The Committee’s draft makes no specific provision to include Dalits in political life.

Contacted by the Advocacy Project (AP), Prakash Nepal from NASO said that in the absence of special provisions, Dalit will almost certainly not be elected to the Constitutional Assembly when elections are held next April, or in subsequent parliamentary elections, because Dalit do not hold a majority in any region of the country. Mr. Nepal told AP that NASO will now lobby hard with the US Congress to push for quotas before the Assembly elections.

NASO has also called on aid agencies and the Nepal government to allocate 20 percent of their budgets for Nepal to Dalit. Mr. Prakash said that the goal is to “eliminate the gap between the lower and upper castes,” adding that this should be seen as a temporary measure that would last until a “casteless society” is created in Nepal.

The reaction of some aid agencies has been positive. Dr. Prasen Jit Khati, the policy and advocacy advisor for Oxfam in Nepal, said that all of Oxfam’s programs focus on gender and social inclusion and agreed that aid should go to the most “marginalized Dalit.” Even a 20 percent quota was “not enough,” he said.

An official from ActionAid said that the agency’s program in Nepal centers around 10 minority groups. While Dalit receive roughly 14 percent, he said, the agency might agree to increase this to 20 percent.

But an official from the World Bank told AP that the Bank is opposed to such affirmative action because it does not want to “reward” certain groups over others. An official at UNICEF also expressed concern that a 20 percent quota would discriminate against other needy sectors of the population that do not have the Dalit contacts or ability to lobby.

While the Dalit population in North America is small - estimated in the hundreds - NASO’s members are influential in the Nepali diaspora. NASO also has considerable lobbying power, given its proximity to the US Congress and multilateral organizations.
Meanwhile, in another sign of the internationalization of Dalit advocacy, Pratik Pande, from the Jagaran Media Center (JMC), recently told the UN Working Group on Minorities in Geneva that the government of Nepal must ensure proportional representation for Dalit and other minorities in the new democratic Nepal.

This was first time that JMC, a partner of AP, had addressed the UN directly. JMC is also pressing the UN Development Program to use its aid to ensure that Dalit do not face discrimination at water taps in western Nepal.

Two AP interns – Nicole Cordeau and Stacey Spivey – have been working with JMC this summer, and another AP intern – Lori Tomoe Mizuno – is working with the Collective Campaign for Peace (COCAP) in Kathmandu. One of their tasks has been to collect information, which can be disseminated by AP and used by advocates like NASO outside the country.
