Kathmandu, May 23- The preparation of a three year interim plan and strategy for Dalits of Nepal is underway at the National Planning Commission of Nepal government. Six consultations in Dhangadhi, Nepalgunj, Jumla, Pokhara, Biratnagar and Janakpur undertaken by planner and Dalit intellectual Hira Bishwakarma have been completed in a series. Bishwakarma who is currently in the last stage of preparing a draft, will be carrying out the last consultation with the national Dalit leaders later this month. Bishwakarma requests all concerned to contribute by putting forward suggestions, as to what should be the priority for Nepal government to uplift the Dalits’ situation.

नेपाली राजनीतिको प्रमुख अन्तरविरोध मध्ये भूमि सुधारको असफलताबाट श्रृजित भूमिको असमान वितरण समेत एक हो । गरीवीको मूल कारण समेत यही हो । त्यसैले यो नितान्त वर्गीय अन्तररिोधसंग समेत सम्बन्धित छ।

भूमि तथा प्राकृतिक स्रोतको अधिकारबाट वंचित दलित, गरीव, हलिया, हरुवा चरुवा, मुक्त कमैया, कृषि श्रमिक, अव्यवस्थित वसोवासी, मोही तथा साना किसान, गुठी एवं चुरे पीडित, गाउं व्लक वासी, भूमिहिन तथा सुकुम्वासी, आरक्ष पीडित, वादी समुदाय लगायतको समस्या हल नभई मुलुकले संविधान सभाको निर्वाचन मार्फत राज्यको पर्ुनर्सरचनाको महान लक्ष पूरा हुन संभव छैन ।

यही मान्यतालाई आत्मासाथ गर्दै राष्ट्रिय भूमि अधिकार मंचको नेतृत्वमा यही २०६४ जेठ १ गतेदेखि जिल्लाव्यापी रुपमा र २०६४ जेठ ७ गतेदेखि सरकारमा सहभागी प्रमुख ७ राजनीतिक दलहरुका काठमाडौं स्थित केन्द्रीय कार्यालयहरुमा हजारौंको संख्यामा देश भरिका भूमि अधिकारबाट बंचितहरुद्धारा अनिश्चित कालिन धर्नामा बसेका छन् । हरेक पार्टर्ीीले २००७ सालदेखि भूमि सुधारको नारा उठाए पनि सरकारमा रहंदा कार्यान्वयन नगरेको हुनाले उक्त धर्ना दिइएको हो ।

राष्ट्रिय भूमि अधिकार मञ्चले आफ्ना जायज मागहरु अन्तरगत २०६३ भाद्रमा भूमि सूधार तथा व्यवस्था मन्त्रालयसंग भएको सम्झौता लागू हुनु पर्ने, हालै सर्वोच्च अदालतबाट ६० हजारको संख्यामा रहेका हलियाहरुको मुक्त गरी पुनर्स्थापना गर्न सरकारका नाममा दिइएको परमादेश कार्यान्यन गर्नुपर्ने, मुक्त कमैया र सरकारका बीचमा भएको सम्झौता लागु हुनुपर्ने र वृहत शान्ति सम्झौतामा उल्लेख भए अनुसारको वैज्ञानिक भूमि सुधारको थालनी गर्नु पर्ने माग अघि सारेको छ । उक्त सम्पर्ूण्ा न्यायपर्ूण्ा मागप्रति र्समर्थन गर्दै हाम्रो संगठन राष्ट्रिय दलित नेर्टवर्क (RDN), नेपाल सिगों आन्दोलनप्रति पर्ूण्ा सहभागिता र ऐक्यवद्धता जनाउन चाहन्छ । यदि नेपाल सरकारले उक्त आन्दोलनप्रति व्यवास्ता गरे राष्ट्रियभूमि धिकार मञ्चको नेतृत्वमा संचालन हुने देशव्यापी भूमि अधिकारको आन्दोलनमा संगै उत्रने कुराको जानकारी समेत यसै प्रेस विज्ञप्ती मार्फ दिन चाहन्छौ ।

New York, May 22, 2007- I have had the opportunity of attending a conference entitled, “Nepal Today: Challenges of Inclusive Democracy” here in New York City. The conference was organized by India China Institute of the New School University.

The key note address was delivered by Mr. Subas Nembang, Speaker of the Interim Parliament of Nepal. The opening remarks were given by Mr. Bob Kerry, President of the New School.

This conference was extremely important for the Nepali diaspora due to presence of prominent politicians of Nepal and personalities of international stature participating as moderators, panelists and discussants to exchange opinions on most talked about subject in a most critical time in Nepal’s history.

Most of the discussions were pretty much focused on Janjati, Women, Dalit and Madheses’ poor situation in every segment of the society and government, owing to suppressive attitude and oppressive rule of minority upper castes for centuries. These discussions were substantiated by amazing amount of data, facts and evidences.

The conference had also spent good amount of time o discuss various forms of federalism, inclusive democracy, proportional representation based on ethnicity, autonomy, local government, conflict situation, self-determination, affirmative action, time bound reservation, truth and reconciliation commission and election of constituent assembly, etc.

Dalit issues got pretty good emphasis and attention in most of the discussions. One of the discussants, Dr. Navin Rai, underlined the fact and said eloquently that Dalits are the most suppressed and oppressed people in Nepal among any from centuries. Dr. Rai is Lead Specialist and Team Leader with the World Bank for Social and Sustainable Development.

I believe this conference will give new impetus to Dalit issues within US and Nepal.

Dalit priests preside at temples

DAMAK, May 6 - [While fundamentalist Hindu priests are still imposing] traditional taboo on Dalits’ access to Hindu temples, two dalits have been working as Hindu priests here for the last 15 years. Bindeshwori Hrishidev and Chedi Lal Hrishidev, dalits from a Madhesi community, have been offering ‘tika’, prayers and blessings to scores of devotees visiting Shiva Mandir and Kali Mandir in Satashidham VDC-8, Jhapa on the banks of the Kankai River.

[Both dalit] priests recite Holy Gita and Ramayana at the break of dawn everyday. “Devotees start crowding the temple for prayers and receiving tika from early morning everyday,” Chedi Lal said.

“I never hid my family background from the devotees coming here,” Bindeshwori said adding, “Caste cannot stop anyone from becoming a priest if our souls are pure.”

However, both the priests share a strange indifference towards the agitation carried out by Dalits demanding their unconditional entry into temples. “I do not think that entering temple carries much significance in liberating dalits. Non-dalits oppress dalit people because of the importance the latter give to entering temples,” Bindeshwori said.

Once a bull-dozer driver by profession, Bindeshwori became a priest after facing discrimination. He encouraged the local people to built a temple in the area, led the construction himself, and later took up the job of the priest at the temple.

Now respected for their professions, both Bindeshwori and Hrishidev said that non-dalits alone cannot impose caste discrimination if dalits are more committed in their respective fields.

Dilli Ram Baskota, a local living near Shiva Mandir said, “Previously, even we hesitated to visit the temple. However, that’s a past story now.” Baskota said that the Hrishidev duo’s courage to become priests is a landmark for ending religious and caste discrimination.

मिति २०६४ बैशाख १४ गते, शुक्रबार राती २ बजे सिरहा जिल्लाअर्न्तर्गत महेशपुर गाविसको वडा नं. ४ प्रि्रा गाउँ, महेन्द्र राजमार्ग अर्न्गत पर्ने घर्ुर्मी खोलाको पुलभन्दा १ किलोमिटर दक्षिणमा रहेको उक्त बस्तीमा दलित महिलाहरुमाथि सामूहिक बलात्कार भएको छ । उक्त गाउँमा राती दर्ुइ बजे २५, ३० जनाको समूहमा नकाब लगाएर आएका हतियारधारी जत्थाले गाउँलेको घरमा घुसेर नगद र सुनचाँदी लुटपाट गर्नुका साथै महिलाहरुमाथि सामूहिक बलात्कार गरेका थिए । घटनाको राती गाउँमा जम्मा २३ जना दलित महिलाहरु रहेका थिए । त्यसमा बढी जसो कम उमेरका महिलाहरु रहेका छन् । सातजनाबाट बलात्कृत महिला भने २० वर्षन्दा कम उमेरकी मात्र रहेकी छन् । दलित महिलाहरु माथि भएको जघन्य अपराध जस्तो बलात्कारको घटनाले संघको गम्भीर ध्यानाकर्षा गराएको छ ।

यसरी दलित महिलामाथि दिनानुदिन बलात्कार र हिंसाहरु बढ्दै जाँदा समेत राज्यको ध्यान आकर्षा हुननसक्नुले राज्य दलित महिलाहरुमाथि संवेदशीन छैन भन्ने कुरालाई थप उदाङ्गो पारेकेा छ ।

यसै सर्न्दर्भमा तत्काल पीडितहरुलाई उचित स्वास्थ्य उपचारको व्यवस्था र घटनाका दोषीहरुको छानबीन गरि दोषीहरु उपर कडा कारवाही गरियोस भन्ने जाडदार माग राख्दछौं । साथै, घटना प्रति सम्पर्ूण्ा नागरिक समाज, मानव अधिकार वादी संघ संस्था र मानवअधिकार कर्मीको गम्भीर ध्यानाकर्षा गराउन चाहन्छौं ।

A new executive committee of Nepal Independent Dalit Student Organization (NIDSO) has been formed with twenty-one members elected under the presidency of Lokesh Biswakarma by the Bishesh Ratriya Bhela (Special National Convention) held on 12 and 13 of Baishakh. The convention concluded passing 21 point political agenda including formation of federal democratic republic in Nepal, creation of people-centered and scientific education system, elimination of caste based descrimination, etc.
