Anti-Caste Discrimination Group Submits a Memorandum to German Minister

Freiburg (Germany), 05 September 2007- A group of Nepalese and Germans for the eradication of caste discrimination in Nepal, has met the German Minister of State in Foreign Ministry Gernot Erler and informed him in writing about the prevailing caste discrimination problem in Nepal. The group handed over a set of 4-point demands as a part of internationalisation of caste discrimination problem in Nepal. The group is demanding that 20% all foreign aid allocated to Nepal from Germany and other European Union countries to be spent for development and welfare of Dalits of Nepal.

Minister Erler has promised to discuss this matter with concerned departments responsible for South Asian Affairs, foreign aid for developing countries as well as human rights within his government, and respond to the group in writing at a later date. The press statement release after the meeting with the state Minister is given below.

The group is also organizing a series of public functions for publishizing its meeting with the state minister and signature campaign and photo exhibition which will be held on 8th, 9th, 15th and 16th September, 2007 in Freiburg Germany.

नेपालमा जातिय भेदभाव र छुवाछुत प्रथाको अन्तका लागि जर्मन बिदेश राज्य मंन्त्री गर्ेनाट र्एलर लाई ज्ञापन पत्र ।

हाम्रो देश नेपाल महान दोश्रो जन आन्दोलन पश्चात गणतान्त्रिक र पर्ुण्ा प्रजातान्त्रीक प्रक्रियामा अघि बढीरहेको भएता पनि नेपालमा बिद्यमान जातिय तथा छुवाछुत प्रथाको अन्त र जातिय भेदभाव को समुल नष्ट गर्न तर्फखासै ध्यान दिइएको देखिदैन । त्यस्तै एउटै समाज र देशमा जन्मेका हामी नेपालीहरुका बीच अछुत प्रथा ले स्थान पाई रहदा“ आजको एक्काइसौं सताब्दीमा पनि बिश्व समुदाय अनभिग्य रहेको स्थिति छ ।

नेपालको ग्रामिण भेगका गाउ“हरुमा सरकारले स्वयंले नै माथिल्लो र तल्लो जाती छुट्टयार निर्माण गरिदिएका दर्ुइ र्सार्वजनिक पधेंराहरु मध्ये दलितहरुको पधेरोमा उनीहरु लामबध्द भएर पानीका लागि कुरिरहेका अनि त्यसैको अलिक माथी माथिल्लो (भनिने) जातका लागि भनिएको पधेंरो मा भने पानी जमिनमा बगेर त्यसै खेर गई रहेको जस्ता दृश्यहरु आज पनि जस्ताका तस्तै जीवित छन् । कसैले जातिय भेदभाव र छुवाछुत बिरुध्द बोले उस्ले गाउ“ बाटै निकाला हुनु पर्ने अवस्था आज पनि फेरिएको छैन। कुनै एकजातका युवा वा युवतीले अर्को जातका युवती वा युवा संग बिबाह गर्न खोज्नु आज पनि आप\mनै शिर मा बन्चरोले हिर्काउनु खोज्नु जस्तै को स्थिती ज्यु का त्य“ु छ ।

तर हाम्रो राजधानीमा नेपालमा प्रजातान्त्र आईसकेको घोषणा गरिएको छ र बिदेशी समुदायले पनि नेपाललाई त्यै रुपमा लिएका देखिन्छन् ।

यसै स्थीतिलाई मध्य नजर गर्दै नेपालमा बिद्यामान जातिय भेदभाव तथा छुवाछुत प्रथाको समस्यालाई अन्तराष्ट्रियकरण गर्ने उद्येश्यका साथ जर्मनीमा अस्थाई बसोवास गरिरहेका नेपालीहरु र नेपाल संम्वन्धी चासो राख्ने जर्मनहरु द्वारा संयुक्त रुपमा उक्त जातिय भेदभाव र छुवाछुतका बिरुध्द हस्ताक्षर अभियान र नेपाल र जर्मन सरकारलाई पत्राचार मार्फ उक्त प्रथाको अन्तका लागि दवाव सिर्जना गर्ने अभिायन संचालन गरिएको छ ।

नेपाल सरकारलाई सिधै पत्र पठाइए त्यस्को सुनवाइ हुने त परै जावस, त्यस्को जानकारी समेत नदिईने र सिंगो प्रशासनिक यन्त्रमा दलितहरुको स्थान नगन्य भएको ले पठाइएका पत्रहरु खेश्रा कागजको रुपमा परिणत गरी गायव पारिने संम्भावना प्रबल भएकोले पत्रकारहरुको निश्पक्ष भुमिकाको सम्मान र कदर कर्दै जातिय भेदभाव र छुवाछुत प्रथाका बिरुध्द एक्केबध्दता स्वरुपका पत्रहरु नेपालका सप्ताहिक पत्रिकाका पत्रकारहरुको संजालको कार्यालयमा पठाउन अह्वान गरिएको छ र संम्बिधान सभाको निर्बाचन पछि नय“ा नेपालको नया“ संसद समक्ष ती ऐक्यबध्दताका ती पत्रहरु पेश गरिने छ ।

यसै क्रममा अभियान समुहका सदस्यहरु द्वारा नेपाली र जर्मन दुबैले संयुक्त रुपमा आज मिति 05- September 2007 का दिन जर्मनीका बिदेश राज्य मंन्त्री गर्ेनाट र्एलर संग भेट गरि लिखित रुपमा समस्याहरु अवगत गराइयो । राज्य मंन्त्री र्एलर समक्ष बु“दागत रुपमा राखिएका मागहरुमा जातिय छुवाछुत तथा भेदभावको सम्ास्या धार्मीक समस्या नभइ बिशुध्द मानवाधिकारको समस्या भएकोले यसलाई अन्तराष्ट्रिय समस्याका रुपमा लिईनु पर्ने, नेपाललाई आर्थिक सहयोग गर्दा सहयोग को बीस प्रतिसत अनिवार्य रुपमा दलितहरुको उत्थानमा खर्च गरियोस भनि नेपाल सरकार समक्ष र्सत राख्नु पर्ने, अन्य युरोपियन युनियन तथा अन्य औद्ययोगिक राष्ट्रहरु लाई यस समस्याका बोध गराउनमा भुमिका खेल्नु पर्ने र आसन्न संम्भिधान सभा पछि बन्ने नया“ संम्बिधानमा छुवाछुत र जातिय भेदभावका बिरुध्द कडा र स्पस्ट दण्डको व्यवस्था गर्न गराउन नेपाल सरकारलाई दवाव दिनु पर्ने चार वटा मागहरु राखिएका थिए ।

राज्य मंन्त्री र्एलरले उक्त लिखित पत्र जर्मन सरकारको दक्षिण एसिया हर्ेर्ने मामिला बिभाग, बिकासोन्मुख राष्ट्रहरुलाई सहयोगको कार्यभार बोकेको दातृ बिभाग र मानवाधिकार बिभागहरुका प्रमुखहरु संग छलफल गरि लिखित उत्तर पठाउने जानकारी गराउनु भएको थियो ।

स्मरण रहोस, जातिय भेदभाव र छुवाछुतको समस्यालाई अन्तराष्ट्रिय समुदायलाई अवगत गराउन र त्यस बिरुध्दको आन्दोलनमा सहभागि हुन यहि 08.09.2007, 09.09.2007, 15.09.2007 र 16.09.2007 का दिन जर्मनीको प|mार्इबर्ग शहरमा जातिय भेदभाव र छुवाछुत संम्वन्धी सानो फोटो पर््रदर्शनी र हस्ताक्षर अभियान को आयोजना गरिएको छ ।

हुनत हामी नेपालीहरुको दिमागमा गढेर बसेको यो जातिय भेदभाव र छुवाछुतको भावना को अन्त्यकालागि नेपाली र जर्मनहरु मिलेर संचालन गरिएको यो अभियान तातेर लाल बनेको फलाममा झरेको एक थोपा पानी सरहल मात्र हो । तर, यस्तै एक थोपा पानी राष्ट्रिय र अन्तराष्ट्रिय स्तरमा सबैतीर बाट खसे यस्ले चा“डै नेपाललाई जातिय भेदभाव र छुवाछुत बाट मुक्त हुने निश्चित छ । यर्सथ आम नेपाली जन समुदायलाई आ-अप\mनो ठाउ बाट हामीहरु स्वंयबाट जान अन्जानमा हुन गईरहेको यो जातिय भेदभाव तथा छुवाछुत नामको जघन्य सामाजिक अपराधका बिरुध्द एकजर्ुभई त्यस्को अन्तका लागि कम्मर कसेर अघि बढ्ौं ।

Campaign against Nepal’s caste discrimination organized in Germany

Chemnitz (Germany), August 31- A group of social workers in Chemnitz has been active in the initiation for eradication of caste system of Nepal. The group, yet to be formally named, is organizing various programs including a photo exhibition and a signature campaign organised for 4 days in Freeburg, Germany on 8th, 9th, 15th and 16th of September. It may be the first time in Germany, where the Nepalese people from both sects- those belonging to the so-called upper castes and the so-called lower castes are organizing demonstrations together for the eradication of age old caste discrimination still prevailing in Nepal. In addition to the Nepalese activists, even Germans including a Professor are taking part actively in this campaign. Many locals who have heard about the initiatives have been extending a strong moral support for this campaign. Many students across Germany have started discussing about how to eradicate the caste system through their different internet discussion forum, as they believe that it can not be eradicated only by force. The discussions are in German, but are very interesting.

The plan of the group’s campaign is to reach out to all ruling and opposition parties of Germany first, and then the same will be followed in European Union (EU) countries so that they would put forward conditions on their investments in the international aid– at least a quarter part of the international aid should go to the lower caste people. Many letters have already been sent from Germany to the Speaker of the Parliament and to many weeklies and the Nepal Journalist Association which are collecting all the solidarity letters sent.

The next plan of the group in the future is to organise a funeral journey of caste system from Mechhi through Mahakali to Bhagirathi Ganga (Holy River) signifying the death of caste discrimination not only in Nepal but also that the impact of eradication of caste system will be in India. The symbolic dead body of caste system will be burnt in Bhagirathi Ganges River, and both so called upper and lower caste people will take part in this rally.

The main demands of the social group are outlined as follows:

Main demands to German government:

1. The problem of caste discrimination in Nepal must be regarded as international problem, since it is a human rights problem of the world.

2. When it comes to providing financial aid to Nepal, the attention must be paid to the condition that the international aid programs go to so-called lowest caste people who have been victimized by the caste discrimination for long time- at least a quarter of the foreign aid going to Nepal must be spent for the discriminated caste people.

3. Member countries of the EU and other industrialized countries must be cautioned about the caste discrimination problem, so that they would pay attention to addressing the problem.

4. Pressure to the Nepalese government must be exerted by the international community so that the Nepalese government is obliged to implement programs for the upliftment of lower caste people.

Main Demands to the Nepalese government :

1. Establish a law which prohibits and penalises heavily agianist acts of discrimination on the members of the discriminated caste, and

2. Pass a special education bill which ensures free education and financial support for children from the discriminated caste.

The group is seeking international solidarity and help against the eradication of caste discrimination and strong support to the campaign
