Karmijan Society Nepal, South Korea established in Seoul

Korea, February 27- An organization named “Karmijan Society Nepal, South Korea” has been established by a group of youths from Dalit communities of Nepal living in South Korea.

The Society organized an interaction program on the topic, “Issues of Karmijan (Dalit) communities in the new Constitution of Nepal” in Seoul on January 27. The program was held in the gracious presence of two Dalit leaders Tilak Pariyar and Dambar Bahadur Bishwakarma.

नमस्ते ! हामी कोरिया निवासी साथिहरुको मान्नेता यो छ की हामी युगों देखि आफ्नो कला, शीप, पौरक र मेहनत ले समाज सिगार्दै आएका हामी कर्मशीलजनकर्मिजन हौं, दलित त बनाइएको पो हो, त्यस कारण कर्मिजन वनिनु पर्छ, तेसैले अगस्त २००७ मा यो कर्मिजन सोसाइटी नेपाल, साउथ कोरिया श्यांग्जा पुतली बाज़ार गण्डकी अंचल निवासी झलक बहादुर बीके खाती संस्थापक अध्यक्ष्य रहेको यो हाम्रो विशुध्ध एक सामाजिक संस्था चलेकोछ र यही जनुअरी २७ मा नेपाल बाट आएका सभासद तिलक परियार प्रसाशन र पुनर्संरचना आयोगका सदस्य डम्बर बहादुर बीके लगायत कोरियाका लागी नेपाली राजदूत कमल कोइरालाको समुपस्थितिमा “नया संबिधान मा कर्मिजन समुदायका सवाल” बिषयक अंतर्क्रिया कार्यक्रम सुसम्पन्न गरियो. उक्त अवसरमा १५ बुँदे ज्ञापन पत्र तिलक परियार मार्फ़त प्रधान मत्न्री लाइ बुझाइएको छ, जसमा आफ्ना परम्परमा आधारित पेशाको पंजीकरण, बिकाश, ब्यवस्थित र बजार, र त्यशमाथि कर्मिजनको बिशेष अधिकार, जातीय सुशासन, आत्मनिर्णयको अधिकार र एक मधेश-एक प्रधेशका मुद्दा खारिज गर्ने बारे उल्लेख छन, र सो ज्ञापन पत्र कांग्रेस, एमाले (cpn uml) लाई समेत पठइएको छ

Seven Dalit Representatives elected for the UML Central Committee

Kathmandu, February 26- The National Convention of the Nepal Communist Party (UML) has elected three Central Members and four Alternative Central Members from Dalit communities. The seven Dalit Central Committee members makes up 6% of the total strength of 115 Members of the Central Committee.

The names of Dalit members follows:

Central Members:
1. Mr. Chhabilal Bishwakarma
2. Mr. Jitu Gautam
3. Mr. Ram Prit Pashwan

Alternative Central Members:
1. Mr. Jagat Bishwakarma
2. Mr. Dal Bahadur Sunar
3. Mr. Bhagawat Bishwasi Nepali
4. Mr. Rabindra Baitha

Nepali Service: Weekly Sajha Sawal

Butwal, February 22–BBC Nepali Service’s Sajha Sawal Radio forum was organized considering that Nepal has 103 different caste/ethnic groups. The forum opened up with a question posed, “Will the society get integrated by addressing the Caste based issues? ”

This discussion forum conducted at the bank of Tinau River in Butwal focuses on many pertinent issues of Dalits. One of the three panelists giving their opinions in the forum were Nepali Congress central leader from Dalit community Man Bahaduar Bishwakarma.

Dalit leader Bishwokarma put forward his strong words demanding explicit constitutional provision of reservation for Dalits and women, who have been oppressed and backward for long time. Click here to listen –>>> Views of Bishwakarma.

Enterprising Dalit youths open a Saving and Co-operative business

Kathmandu, February 22– A group of enterprizing youths join their hands to venture a co-operative saving and credit business in Nepal, with the opening of Gaurab Saving and Credit Co-operative in Kathmandu. The office of the Co-operative is located at Samakhushi, Kathmandu, and is currently seeking user members for maximizing benefits for them.

Gaurab Saving and Credit Co-operative has been established by a group of Dalit people from different places in cooperation with the sector of Nepal engaged in improving the economic as well as social status of dalits People. The Board of Director of the Co-operative has Mr. Om Prakash VK Gahatraj as its Chairman. Mr. Ghahatraj is a professional banker, who had retired from the Nepal Rastra Bank after his long served in various position of the Bank including Research Officer and Deputy Branch Manager.

पानी छोएको निहुँमा कुटपिट

हेटौंडा, माघ २८ - पानी छोएको निहुँमा दलित कुट्ने दुई युवकलाई जिल्ल्ाा अदालत मकवानपुरले पुर्पक्ष्ाका लागि थुनामा राख्ने आदेश दिएको छ ।

अदालतका निमित्त स्रेस्तेदार गुजेश्वरी पोखरेलको मंगलबार बसेको एकल इजलासले पानी छोएको निहुँमा कुटपिट गरेको आरोपमा शिव गिरी र हिमाल गिरीलाई थुनामा राख्ने आदेश दिएको हो । अभियुक्तद्वयसँग जिल्ला अदालतले जनही २५ हजार धरौटी माग गरेको छ । अदालतको मागअनुसार धरौटी राख्न नसकेकाले अभियुक्त द्वयलाई थुनामा राख्ने आदेश दिएको हो । उनीहरूले मनहरी-७ का जितबहादुर सुनारलाई गाग्रीको पानी छोएको भन्दै माघ ८ गते निर्घात कुटेका थिए ।

दलित भएकै कारण कुटाइ खानुपरेको भन्दै सुनारले जिल्ला प्रहरीमा लिखित उजुरी दिएका थिए । उजुरीका आधारमा प्रहरीले पहिलोपटक छुवाछूत अन्तर्गत उनीहरू विरुद्ध अदालतमा मुद्दा दर्ता गराएका हुन् ।

Padam Sundas named a member of Nepal Academy

February 15- Padam Sundas, a national Dalit literary figure and noted Dalit leader is appointed by the Government of Nepal as a member of Nepal Academy. Sundas is the second academician to be honored as a member of the national academy of scholars, from Dalit community after Academician Ramsharan Darnal.

Padam Sundas led Nepal’s Dalit literature movement as the President of Nepal Dalit Sahitya tatha Sansktriti Pratisthan (Nepal Dalit Literature and Culture Academy), a non-govenmental organization.

In the early 1970s, Dalit leader Sundas led a program for Dalits’ entry into various temples in Nepal as a test to evaluate the Muluki Ain (Civil Code), 1963, promulgated by King Mahendra if it would work for eradication of untouchability as claimed. “I was thrown out when I tried to enter a temple because I am a Dalit,” Sundas had once said “Nearly one-fourth of Nepal’s population are Dalits, who are treated as less than human. We have been trying to challenge that, but the Civil Code that asks you not to disturb social harmony [which never existed] blocks such efforts.”

In recent years, he has been continually supporting the struggle for Dalit quota reserved for medical education in Nepal. More recently, he was in the fore-front to back the Dalit students fighting for restoration of 15% quota reservation for Dalit MBBS degree studies.

Nepaldalitinfo network expresses hearty congratulations to the leader Sundas for his appointment as the Academician of the Nepal Academy.

A Dalit intellectual Hira Bishwokarma in his congratulatory note writes, “Sundas Dai is a dedicated leader and activist of Dalit movement. He has been contributing to enrich the Dalit literature through his own writing and helping others to publish. I think, he truly deserves the position. Let us see to what extent he would be able to play a role in favour of Dalits. Especially, as arts and culture of Dalits need to be preserved and promoted, and we hope that he would be able to avert some of the resources of Nepal Academy in their favour.”

Saroj Dillu, a younger literary figure from Dalit community, congratulating Sundas writes, “We hope, he would break the traditional Bahunism at the Academy and open the path of opportunities for Dalit litterateurs/scholars for their access to reach the Academy.”

Dilip Nepali, an another Nepaldalitinfo member also expressed his hearty congratulations to Sundas.

In the recent appointments made by the Government of Nepal for various academies, a Dalit woman artist Aruna Himmang has been appointed a member of Nepal Fine Arts Academy.

Dalit students to pressurize their meaningful inclusion in the mainstream students unions.

Kathmandu, February 12- Samyukta Dalit Bidhyarthi Sangharsa Samiti (United Dalit Students’ Action Committee) is going to hold an interaction with the mainstream Student Organizations to pressurize the meaningful inclusion of Dalit students in the upcoming Students Union Elections across University campuses in the country.

President Dr. Yadav stamps reservation ordinance into law

Kathmandu, February 10- President Dr. Ram Baran Yadav has signed today an ordinance approving a law for reservation quota for women, Janajatis, Madhesis and Dalits in the public service including civil service and Nepal Army (NA). According to the provision made in the ordinance, Dalits will have 15% of quota reserved for them, out of 45% of total positions reserved in the state machinery for marginalized groups.

The Nepaldalitinfo International Network sees the reservation ordinance as a positive way forward towards breaking the status quo of outrageously continuing exclusion of Dalits in the pubic service of Nepal.

The three ordinances approved by the President today are related to involuntary disappearances during the insurgency period; reservation for women, Janajatis, Madhesis and Dalits in state machinery; and the voters’ list. The cabinet had passed the ordinances last week and had sent them to the President for approval. The opposition parties including Nepali Congress, and the second major coalition partner of the current government UML have been opposing all the ordinances considering them controversial.

The President approves the ordinances on the recommendations of the cabinet of ministers presided by democratically elected sitting Prime Minister under the current parliamentary system of Nepal, when the legislative parliament is not sitting.

दलित भएकैले विवाहको प्रस्ताव स्वीकारीदैंन

- सरोजदिलु विश्वकर्मा

उस्को र मेरो चिनाजान एन्जीओको एउटा कार्यक्रममार्फ भएको हो । त्योभन्दा तीनचार दिनदेखि नै अगाडि नै उस्ले ममाथि र्साईड् -नजर) लगाउँथी, मुस्कुराउँथी, सायद मेरै कुरा गरेर साथीहरुसंग मस्किन्थी अनि बोल्ने वहाना खोजीरहन्थी । मलाई भने हिनतावोध हुन्थ्यो, किनकी ऊ मल्लो जातकी हो, म तल्लो जातको रे । एकदिन चिया थाप्नेक्रममा कसैले मलाई काउकुत्ती हुने गरी पछाडिबाट धकेल्यो । मैले पछाडि हेरैं- ऊ नै थिई, अलि लजाएकी र म बोलोस् भन्ने चाहन्थी । त्यसपछि मैलै वोलाउनु पर्ने साहस बटुलें । तर कसरी शुरु गर्ने ! यद्यपि, लञ्चबे्रकको समयमा एकअर्को साथीमार्फ हाम्रेा जान-पहिचान त भयो तर चिनाजान गर्नजति ऊ उत्सुक थिई, सो भएपछि उस्का अनुहार त्यतिकै ओईलाए । मेरो नाम सुन्नासाथ उस्का नाक-मुक अलि खुम्चिएका देखिन्थे, उसले त्यतिवेला पुलुक्क साथीतिर हर्ेर्दै भनेकी थिई- ‘ए ! तपाई नै हो सरोजदिलु - तपाईको आर्टर्ीी त म पढीरहन्छु नी । जेहोस् तपाईसंग प्रत्येक्ष भेट्ने मन थियो, पुरा भयो….।’

ऊ पनि कलमकार मीडियामा पनि काम गरेकी रे, मपनि सानो-मसिनो लेख्ने मान्छे । हामीवीचमा लेखकीय र्साईनो बस्नुपथ्र्यो, बस्यो । त्यसपछि ऊ तथाकथित नागरिक समाजकी कार्यकर्ता, त्यस्तै मपनि तिनीहरुलाई पैसा दिएर नचाउने संस्थाको कर्मचारी । मेरो तलव अरुका दाँजोमा आधाको आधा नै भएपनि मलाई भने अलि वढी नै हुन्थ्यो । सायद उस्को पनि राम्रै कमाई थियो होला । त्यसपछि हामीवीच एस्एम्एस्, फोन र चियागफ धेरैपल्ट भए । एक-दर्ुइटा कार्यक्रममा त उसले महिला हिंसा, जातीय विभेद र शाही सामन्तवादविरुद्ध अति सानदार भाषण पनि नदिएकी होईन । कहिलेकाही त भन्थी- ‘दलितभित्र तपाईजस्ता मानिस जन्मीसकेका छन्, अव त तपाईहरुले यो मुलुक हाँक्ने हो -’ उस्का लेखमालाहरुमा जातीय विभेदविरुद्ध शब्दहरु प्रष्फुटन हुँदा र उसका मुखारविन्दबाट यी शब्दहरु श्रवण गर्दा म उप्रति आकषिर्त नभएको कहाँ हुँ र ! राजनीतिक विचार पनि हामी एउटै, उसका काका-वढा त र्सवहाराका पक्षमा लड्दै आएका काम्रेडहरु रे । पर्ढाईमा मैले मास्टर गरिसकेको र उस्को थेसीस मात्र वाँकीरहेको । आर्थिक स्थिति पनि उनका बाबुवाजेले अलि नकुम्ल्याएका भए मेरै जस्तो हो । तर हालको आम्दानी भने उसकोभन्दा मेरै भारी हुँदो हो । शारीरिक रुपरंग र ब्यक्तित्वमा म पनि ऊभन्दा कम होईन । र, मैले थाहापाएसम्म उस्को कुनै वोईप|mेण्ड पनि थिएन । अत मलाई लाग्थ्यो- यिनलाई नै मेरी जीवन संगीनी किन नभनुँ, मधेसी र जनजातिले आआफ्नै राज्य मागीरहँदा हामी दुवै मिलेर एउटा नयाँ विरासत किन नबनाऊँ !! तर ऊ त उपल्लो जाति, के मलाई स्वीकार्ली - अर्को मनले सोच्थेँ- किन नस्वीकार्नु, ऊभन्दा म कहाँनेर कम - उसले त हामी दलितले बोल्नुपर्ने कुरा बोलेकी छे, लेखेकी छे । फेरी जातपात नमान्ने पार्टर्ीी कार्यकर्ता ! सामाजिक परिवर्तनका लागि संगै लड्दै गरेका हामी, कसरी जातकै कारणले मेरो श्रद्धालाई उसले लत्याउली त —

अर्कोदिन कुनै निहुँ पारेर उस्लाई महंगै रेष्टुराँमा बोलाएँ र उसलर्ेर् इच्छाएका तजवीजहरु खाने आग्रह गरेँ । उसले स्वीकारी,- चिकेनचिल्ली, मटन, भुटन, पीजा, सेकुवा प|mाईड् सवै आए । मैले अप्रत्यक्ष तरिकाले कुरा दुहें- ‘विहा कहिले खुवाउने हो -’ भनेजस्तो केटा पाए ऊ पनि विहा गर्ने पक्षमा थिई । उसले भनि- ‘खै कोसंग विहा गर्ने र ! हेरी दिनु नत एउटा ।’ ‘मैले हेरेको मन पर्छ त -’ मैले छड्के सोधें । ‘ठिकै छ, राम्रैका लागि खोजेको हो भने राम्रै त होला नी ।’ त्यसपछि हिम्मत गरेरै मैले मनभित्र उथलपुथल भएका वहहरु उस्का अगाडि छरपष्ट्याएँ- ‘हुन त तपाईको लागि लायक होला या नहोला, तर मैले तपाईको लागि खोजेको केटा म नै हुँ ।’ ऊ एक्कासी रोकिई, खाईरहेका काँटा-चम्चा प्लेटमा खसे । ऊ ओठ् कमाउँदै झर्केर बोली- ‘तपाईलाई त मैलेे विद्धान भनेर सम्मान गरेको त कसरी यस्तो कुरा सोच्नु भयो -’ होईन, सोच्नु, मलाई सम्मान गर्नेलाई श्रद्धा गर्नु नै गल्ती हो भने मलाई भन्नु केही छैन, तर तपाईको यो सम्मानका वावजुद् मैले आफूलाई तपाईंप्रति र्समर्पण गरिदिइ सकेको छु…। यो विवाह समानताको कडी मात्र हुने होईन, यसले नयाँ नेपालका नयाँ जीनहरुसमेत उत्पादन गर्ने बाटो खोल्नेछ । त्यसैले हामी दुवै विवाह गरेर परिवर्तनमुखि समाजको एउटा दृष्टान्त किन नबनौं !’ ‘…अहँ, तपाई र मेरो विवाह सम्भव छैन…।’ उसले सिधै नकारी । ‘किन - कहाँनेर नमिल्दो छ - एउटै वाटोका सहयात्री, एउटै आस्थाका वन्दी हामी, केले रोक्छ हामीलाई…–’ मैले उसलाई यस्ता धेरै प्रश्नहरु सोधीरहें । उसले ‘भएपनि त’ भन्ने वाहेक अरु उत्तर दिनै सकिन । मैले उसकोर् इन्कारलाई अझ गहिरोगरी बुझ्न चाहँे- ‘तपाईको अर्को कोही छ -’ ‘छैन ।’ ‘के डलर कमाउनेस्तरको केटा खोज्नु भएको हो -’ ‘होईन ।’ ‘शिक्षा र आर्थिक दुरीले पो हो कि- या मलाई वर्ेइमान् देख्नुभो –’ त्यो पनि छैन । ‘तपाई पनि जातिवाद् र रुढीवाद्को जरो काट्दै समानतामूलक समाज स्थापना गर्नै हिडेकी सहयात्री हो भने के छ त हामीविचको विषमता –’ म सोधीरहेँथे, तर उ चुपचाप थिई । ‘त्यसोभए जातपात मिल्दैन - बाबु-आमाले दलितको छोरोसंग संगै कुम् जोडेर खाँदा हुन्छ, तर विवाह चैं गर्नुहुन्न, जात जाला है छोरी भन्नु भा’छ की –’ उसको वैचारिक नग्नताले अलि आक्रोषी बनायो । म बोलीरहेकै थिएँ, उ जुरुक्क उठी र भनि- ‘समानता भन्दैमा विहा नै हुनर्ुपर्छ भन्ने होईन नी । आई कान्ट एसेप्ट यू, द्याट्स अल…।’ अनि फटाफट् बाहिरिई र उँधो मुन्टो लगाएर कुलेलाम कसी ।

म त्यहीनेर धेरैवेर सोचीँरहेको थिए- विहे हुनु नै समानता होईन भने के विहे नकार्नु चै समानताको कडी हो त– अनि उत्तर भेट्छु- पहिले श्रम शीप र रगत चल्थ्यो तर पानी चल्दैनथ्यो, आजकाल वाहिर पानी, सानी, जाँडखानी सवै चल्छ, तर भित्र गहुतपानीले चल्नै दिदैंन । हिजो चेतनाको अभाव र गलत संस्कारले सिंगो राष्ट्रमा सामन्तवाद र वाहुनवाद हावी थियो, आज चेतनाको विकास र वाहिर मुखै जोडेर खाँदै समानताका धन्दा चलाउनेहरुभित्र भने नयाँढंगको वाहुनवादी बंगारा गाडिएको छ । वत्ति झ्याप्प जान्छ, ओफ ! …म यिनै कल्पनाहरुबाट बौरन्छु - झल्यास्स !
