The coalition partners of the newly formed government unveiled its Common Minimum Program (CMP)

KATHMANDU, June 3- The coalition partners of the newly formed government unveiled its Common Minimum Program (CMP) here today. The CMP envisages social transformation through special programs of education, health and employment for marginalized populations including Dalit and oppressed people, special programs of social security for the development of Dalits and oppressed people, while a promise has been made once again that the country will be freed from the practice of untouchability; and in doing so, stern actions have been promised Against social discrimination and untouchability, which are punishable crimes against Dalits. Also, special programs will be launched for the upliftment of Dalit peopple.

The relevant excerpts of the CMP in Nepali follows:

“(छ) सामाजिक रुपान्तरण

१ राज्यका विभिन्न अङ्ग तथा राष्ट्रिय जीवनका प्रत्येक क्षेत्रमा महिला सहभागितामा वृद्धि गरिनेछ। आदिवासी जनजाति मधेसी दलित उत्पीडित विपन्न वर्ग अपाङ्ग तथा पिछडिएको क्षेत्रका जनताको शिक्षा स्वास्थ्य र रोजगारका लागि विशेष कार्यक्रम लागू गरिनेछ। भोकमरीको समस्याले ग्रस्त कर्णाली लगायत दुर्गम क्षेत्रका जिल्लाहरुमा खाद्यान्न आपुर्तिको विशेष व्यवस्था गरिने छ।

२ दलित उत्पीडित तथा पिछडिएको वर्ग समुदाय र क्षेत्रका जनताको विकासका लागि सामाजिक सुरक्षालगायतका विशेष कार्यक्रमहरुलाई कार्यान्वयन गरिने छ।

३ पूरै देशलाई छुवाछूतमुक्त गरिनेछ। दलितविरुद्धको सामाजिक भेदभाव र छुवाछूतलाई दण्डनीय अपराधका रुपमा लिँदै कडा कारबाहीको व्यवस्था गरिनेछ। दलित समुदायको उत्थानका लागि विशेष कार्यक्रम लागु गरिनेछ।”
